Stamp duty and registration are the two charges every Bhiwadi property buyer pays at the Sub-Registrar's office, over and above the property price and brokerage. Rajasthan sets these as a percentage of value, not a flat fee, so the amount scales with your deal size. Here is exactly how it is structured, and a calculator to estimate yours.

Every row above except the surcharge is read straight off the official Rate of Stamp Duty & Registration (For Major Articles) sheet published by the Registration and Stamps Department, Rajasthan (the sheet itself, read by us on 18 August 2026). The rebates are a category table on that sheet, so they are not our interpretation. Two things buyers get wrong: the woman's rebate applies to a sole woman buyer, and naming a male as joint owner puts the deed back in the 6% general category; and the 4% rate needs the buyer to be a woman and SC, ST or BPL, not one or the other. Why the Surcharge Row Is the One Estimate Here
Every other rate on this page comes off the official sheet. This one has a genuine conflict behind it, and you are better off knowing about it than being handed a tidy number.
What the official sheet says. The Registration and Stamps Department's own rate sheet prints the surcharge as 30% of the stamp duty, itemised as three parts: infrastructure surcharge 10%, cow surcharge 10%, and natural-disaster surcharge 10%. That is the figure on the government's published document.
What the Finance Act says. Separately, the Rajasthan Finance Act 2026 raises the Section 3-A component from 10% to 13%. If the sheet's infrastructure surcharge is that same Section 3-A component, then the real stack today is 13 + 10 + 10 = 33% and the published sheet has not caught up. If it is a different levy, the answer stays 30%.
We have not found a document that settles which reading is right, so this page budgets on 33%, the higher of the two. That is a deliberate choice rather than a guess: a buyer who budgets high and pays less has a good day at the Sub-Registrar office, and a buyer who budgets low does not. Expect your actual figure to land between 30% and 33% of the stamp duty, and confirm it on the ePanjiyan portal or with the Sub-Registrar before you transfer money. One thing worth correcting, because it circulates widely on property websites: several of them state that a labour cess of 20% of stamp duty applies on top. It does not. The Building and Other Construction Workers Welfare Cess is levied at 1% of the cost of construction under the Cess Act, 1996, and it is paid by the employer carrying out construction, not by someone buying a flat at the registry. The 20% figure comes from a Rajasthan Labour Department order of 28 July 2023 that raised the per-square-foot construction cost norms used to assess that cess by 20%, which is a different thing entirely. It does not appear on the registry rate sheet and it is not part of your registry bill.
What "Property Value" Actually Means Here
Stamp duty is charged on whichever is higher, the price you actually agreed with the seller, or the government's DLC (District Level Committee) rate for that locality, sometimes called the circle rate. In fast-appreciating pockets like the Tapukara–Tijara belt, the DLC rate can lag or lead the real market price, so the number on your registry slip is not always your agreement price. This is also why brokerage computed "on the registry value" can differ from brokerage computed "on the agreement value", always clarify which one applies (see our brokerage charges guide).
How to Find the DLC Rate for Your Own Plot or Flat
The DLC rate is not one number for Bhiwadi. It is notified down to the colony, the scheme or the revenue village, and two plots a kilometre apart can sit in different DLC zones, so a rate someone quotes you for "Bhiwadi" tells you very little about the plot you are buying. Rates are revised periodically by the District Level Committee, which is where the name comes from, and the rate that applies is the one in force on the day you register, not the day you agreed the price.
Look it up against the property's own identifiers rather than its address. For a plot or agricultural parcel you need the tehsil, the revenue village and the khasra number, which you can read off the jamabandi. For a flat you need the scheme or colony name that the society is registered under, which is not always the name on the gate. Rajasthan publishes the schedule through the ePanjiyan portal, and the land record that gives you the khasra and ownership position sits on Apna Khata. Both are free and both are the actual government record rather than a summary of it.
Two practical points, because they are where money is lost. Agricultural and residential rates for the same village are notified separately, so a parcel that is still agricultural on the record is valued on the agricultural rate no matter what is built next door. And where the agreed price is below the DLC value, the Sub-Registrar charges duty on the DLC value anyway, so a "saving" negotiated below the circle rate does not reduce your stamp duty by a rupee. Confirm the exact applicable figure at the Sub-Registrar's office before you commit, since a rate revision between agreement and registry lands on the buyer.

The official ePanjiyan rate sheet prints the surcharge as 30 per cent of the stamp duty, made up of 10 per cent infrastructure, 10 per cent cow and 10 per cent natural-disaster surcharge. Separately, the Rajasthan Finance Act 2026 raises the Section 3-A component from 10 to 13 per cent, which would make the stack 33 per cent if that is the same component the sheet calls infrastructure. We have not seen a document that settles it, so this page budgets on 33 per cent, the higher of the two. Your actual surcharge is instrument-specific and may be lower.
Stamp duty and the registration fee are the notified rates from the official sheet. The surcharge is shown at its upper end because one component is disputed, and the CSI fee is printed as a range. Confirm the instrument-specific demand on ePanjiyan or with the Sub-Registrar before you pay.

Draft the sale deed
The sale deed is drafted and stamp duty is worked out on the higher of the agreed price or the government DLC (circle) value for that locality.

A property is registered at the Sub-Registrar Office (SRO) that has jurisdiction over where the property physically sits, not wherever is convenient. For most Bhiwadi properties that means the local Bhiwadi or Tijara sub-registrar, and the appointment itself is booked on the Rajasthan ePanjiyan portal. At minimum, expect ID and address proof of both parties, PAN (or Form 60), passport-size photographs, the drafted sale deed on the correct e-stamp, the e-stamp or e-GRAS payment receipt, and two witnesses with their own ID. The full list is in our documents required guide.

The government wording around a registry trips a lot of buyers up. Here is what each term actually means:
- Agreement to Sell
- The written contract that fixes the price and terms before registration. It is a promise to transfer, not the transfer itself. See agreement to sell vs sale deed.
- Sale Deed
- The instrument that actually transfers ownership, signed and registered at the Sub-Registrar office. Ownership passes only once this is registered.
- E-stamp / e-GRAS
- The electronic proof that stamp duty has been paid, generated before registration and attached to the deed.
- DLC (circle) rate
- The government-notified minimum value for a locality. Stamp duty is charged on the higher of this or your agreed price.
- Mutation (naamantaran)
- Updating the revenue record (jamabandi) to show you as the owner after registration. You can check it on Apna Khata.
- No-dues and encumbrance
- Written confirmation that the property carries no unpaid dues (society, RIICO, utilities) and no existing loan or charge against it.
- Buyer TDS
- For a property valued at fifty lakh or more the buyer deducts 1% TDS under section 194-IA and deposits it around registration; it is higher, under section 195, when the seller is an NRI (see our NRI guide).

Is stamp duty different for men and women in Rajasthan?
Yes. The Registration and Stamps Department rate sheet sets the general rate at 6%, and gives a 1% rebate to a woman buyer in the general category, taking her to 5%. A woman who is also SC, ST or BPL gets a 2% rebate, taking her to 4%. A buyer with a disability (divyang) gets a 1% rebate, so 5%. Is there a stamp duty concession for a buyer with a disability?
Yes, and it is widely missed. The official category rebate table gives a divyang buyer a 1% rebate, so 5% instead of the 6% general rate. It is on the same sheet that carries the rebates for women. Ask the Sub-Registrar what proof of category the office wants before the deed is presented.
What is the DLC rate and why does it matter?
DLC (District Level Committee) rate is the government-notified minimum value per area, sometimes called the circle rate. Stamp duty is charged on whichever is higher: your actual agreement value or the DLC value for that locality.
