DLC and Collector Rates in the Bhiwadi Region

Property advisor and buyer reviewing land-rate areas across the Bhiwadi region
The Bhiwadi property belt crosses two states, so Rajasthan DLC rates and Haryana collector rates must be checked separately.

The DLC rate is the government-notified minimum land value used to calculate stamp duty. Every registration is charged on whichever is higher, your agreed price or this notified value, so it is not a number you can skip. It is notified separately for each sub-registrar office, and within an office it changes colony by colony and with the width of the road your plot faces, so there is no single rate for a whole town.

One thing trips up buyers working across this belt: the two states run different systems under different names. Rajasthan notifies a DLC rate through the Registration and Stamps Department. Haryana notifies a collector rate, the same idea under a different authority. Bhiwadi and Tijara sit in Rajasthan; Dharuhera, a few kilometres away, is in Haryana. Pick the page for the state your plot is actually in.

How a Circle Rate Decides Your Registry Cost

Stamp duty and registration fee are charged on the higher of your agreed price and the notified rate for your plot, so a price negotiated below the circle rate does not lower your duty. To turn a rate into a rupee figure you need the colony or village as it appears in the revenue record, the correct land type, and the width of the road your plot faces. Our registry charges guide sets out the stamp duty, surcharge and registration fee that apply on top, and asking versus negotiated versus registered value explains why three different numbers attach to one transaction.
