Bhiwadi Property Glossary
Property conversations in Bhiwadi run on jargon: DLC rate, gaj, jamabandi, PLC, OC. Sellers sometimes lean on that jargon because a confused buyer negotiates badly. This page gives you the plain meaning of every term you will meet, in two or three sentences each. When a term deserves a full guide, the link takes you there.

- 90A (Section 90A conversion)
- The Rajasthan Land Revenue Act provision under which agricultural land is converted for approved non-agricultural (residential or commercial) use. Check the actual 90A conversion order, approved land use and layout for the specific khasra numbers. "90B" appears in some older files and policies; do not treat it as the current universal requirement without checking the governing document and date. RERA and BIDA verification →
A
- Agreement to Sell
- The signed contract between buyer and seller that fixes the price, payment schedule and conditions before the final sale deed. Booking amounts are paid under this agreement, not on a handshake. Token, booking and brokerage guide →
- Allotment (RIICO)
- The original grant of an industrial plot by RIICO to a business. Most industrial deals in the Bhiwadi belt are resale transfers from an existing allottee, not fresh allotments. RIICO plot buying guide →
- Apna Khata
- Rajasthan's official online land-records portal. It shows Jamabandi, mutation and map records for plots and land. It is a preliminary check only, never proof of clear title. What Apna Khata shows and does not prove →
- Allotment Letter
- The document RIICO or a developer issues confirming a plot or unit is allotted to a named party. It is the first link in the title chain, not proof that a resale is clean. RIICO buying guide →
B
- BHK
- Bedroom, Hall, Kitchen: the standard way flats are sized. A 2 BHK has two bedrooms plus a living hall and a kitchen. Bathrooms and balconies are not counted in the number. Flats in Bhiwadi →
- BIDA
- Bhiwadi Integrated Development Authority: the planning authority for the Bhiwadi-Khushkhera-Tapukara region. It sanctions layouts and decides land use. A BIDA-approved layout and a RERA registration are different checks. Many older plotted townships (pre-2016) predate RERA and carry a BIDA approval rather than a RERA number. - Booking Amount
- A part-payment of the property price itself, paid to the seller or developer under a signed agreement with a payment schedule. It adjusts against the final price. Different from token money. Who gets paid what, and when →
- Brokerage
- The dealer's service fee. The Bhiwadi convention is 1% from the buyer side and 1% from the seller side, negotiable, with no law fixing any rate. Payable when the deal actually closes. Brokerage charges explained →
- Built-up Area
- Carpet area plus the walls and, often, balconies. Listings usually quote rates on built-up or super area, which makes flats look cheaper per sq ft than they are. Always ask which area a rate refers to. Area and rate converter →
- Builder Floor
- One independent floor of a low-rise building sold as a single unit, common in plotted colonies. You own that floor, sometimes with a share of the land and roof. Confirm exactly what share is included before buying. Flats and floors in Bhiwadi →
- Builder-Buyer Agreement (BBA)
- The contract with a developer for an under-construction unit, fixing the price, carpet area, payment plan and possession date. Read the delay and cancellation clauses before you sign anything. Documents checklist →
- Bank Loan Approved
- A bank or housing finance company has run its own legal check on the title and agreed to lend against the property. A useful, though not absolute, signal the papers are clean. Home loan EMI calculator →
- Bayana / Baina
- The local term for an earnest-money or agreement-stage advance paid around the agreement to sell. There is no fixed statutory percentage, and it is not automatically binding, refundable or forfeitable; its amount and legal effect depend entirely on what the written agreement records. - Boring Water
- Water drawn from a private borewell instead of a municipal line. Common on the fringe; check depth, quality and whether a PHED connection is planned before relying on it. Living in Bhiwadi →
C
- Carpet Area
- The floor area you can actually use inside the walls. RERA requires developers of registered projects to disclose it. The gap between carpet and super area can reach 20 to 30%.
- Change of Land Use (CLU)
- Official permission to use agricultural land for a residential or industrial purpose. Buying farmland on a promise that it will "become" residential, without CLU already granted, is a common trap. Documents to verify →
- Circle Rate
- Another name for the DLC rate: the government-set minimum value on which stamp duty is calculated, whatever price you actually negotiated. Registry charges guide →
- Clear Height
- The unobstructed floor-to-ceiling height inside an industrial shed, measured to the underside of the beam. It decides what machinery and racking fit, so it often matters more than plot size. Industrial property guide →
- Completion Certificate (CC)
- The authority's confirmation that a building was completed as per the sanctioned plan. It usually comes before the Occupancy Certificate; a missing CC points to plan deviations. Documents checklist →
- Maintenance Charges (CAM)
- The recurring charge for upkeep of common areas, lifts and security in a society. On a resale flat, ask the current per-sq-ft rate and whether the seller has cleared all arrears. No-dues checks →
- CC Road (Cemented Road)
- A cast-concrete internal road, the most durable surface for society lanes and a plus for plot value over a bitumen or dirt road.
- Chain Deal
- A linked transaction where the seller can only complete once they buy their next property, so your deal depends on theirs. Slower and riskier than a direct sale.
- Corner Plot / Park Facing
- Premium positions in a layout, a corner with two open sides or a plot facing a park, which command higher rates and usually carry a PLC.
D
- DLC Rate
- The District Level Committee rate: Rajasthan's official minimum property valuation for each locality. Stamp duty is charged on the higher of your deal price and the DLC value. Look it up on the ePanjiyan portal. Stamp duty and registry charges →
- DDJAY
- Deen Dayal Jan Awas Yojana: Haryana's affordable plotted-housing policy. Relevant only on the Dharuhera side of the border; the scheme does not apply in Rajasthan. Bhiwadi vs Dharuhera comparison →
- Dakhil Kharij
- The revenue term for mutation: recording the new owner's name after a sale. It is the same step as mutation, and you still need it done once the sale deed is registered. Mutation on Apna Khata →
- Demarcation
- The official marking of a plot's exact boundaries by the authority or a surveyor. Get it done before you build, so your construction stays inside your own lines. Buying plots safely →
- Direct Party Deal
- Buying straight from the owner rather than through a chain of sub-brokers. Fewer middlemen usually means a cleaner negotiation and a clearer title trail.
- Distress Sale
- An owner selling urgently, and below market, for quick cash. A real opportunity for a ready buyer, but verify why the sale is rushed before committing.
E
- EMI
- Equated Monthly Instalment: the fixed monthly payment on a home loan, covering interest and principal. Most Indian home loans are floating-rate, so the EMI can change when RBI benchmarks move. EMI calculator →
- Encumbrance Certificate
- A record showing whether a property carries loans, mortgages or registered claims. Get one covering at least 12 to 15 years before paying any advance. Documents checklist →
- ePanjiyan
- Rajasthan's official registration portal, where stamp duty is paid and DLC rates are published. Government charges go through this system only, never in cash to a dealer or seller. Registry charges guide →
- EDC / IDC
- External and Internal (Infrastructure) Development Charges: mandatory fees toward roads, drainage, power and water for a project. Confirm whether they are in the quoted price or billed on top.
- E-Stamp / e-GRAS
- Rajasthan's electronic stamp and payment system. Stamp duty is paid online and the e-stamp proof is attached to the deed at registration. Registry and stamp duty →
F
- Freehold
- Ownership of the property and the land under it, with no lease conditions attached. Most residential plots and flats in Bhiwadi transfer as freehold; RIICO industrial land follows its own tenure rules.
- Fire NOC
- The fire department's no-objection certificate that a building meets fire-safety norms. It is required for factories, warehouses and larger buildings; ask for the current, valid one before buying. Industrial property checks →
- Floor-Load Capacity
- How much weight an industrial floor can carry per unit area, quoted in tonnes per sq m. Heavy machinery or high racking needs this confirmed before purchase, not after. Industrial property guide →
G
- Gaj
- The everyday word for a square yard, the unit residential plots are quoted in across the Bhiwadi belt. One gaj equals exactly 9 sq ft, so a 200 gaj plot is 1,800 sq ft. Convert gaj, sq ft and sq m →
- Girdawari
- The seasonal crop and land-use record maintained in Rajasthan's revenue system, visible on Apna Khata. Useful background for land deals, not proof of ownership. Apna Khata guide →
- GST
- Goods and Services Tax applies to under-construction property but not to ready property where the Occupancy Certificate is already received. Buying ready-to-move avoids it, one reason we usually recommend ready units. Why ready-to-move →
- Gated Society
- A closed campus with a boundary wall, security and controlled entry. Preferred for safety and upkeep, usually at a premium over an open colony.
- Government Electricity Meter (Sarkari Meter)
- A direct connection and meter from the state electricity board, billed at government rates, preferable to a builder sub-meter which can carry a markup.
- Gram Panchayat Approved
- A layout cleared only at village-panchayat level, without urban conversion (90A/90B) or a UIT/BIDA sanction. Cheaper, but higher risk; title and land use need careful checking. RERA and BIDA verification →
H
- Handover
- The point where the seller or developer physically hands over the property after payment and paperwork are done. Possession on paper and keys in hand are not always the same day; confirm both. The full buying sequence →
- Home Loan Eligibility
- How much a bank will lend you, based on income, existing EMIs, age and the property's value. Banks fund a portion of the value and expect you to bring the rest as down payment. EMI and eligibility calculator →
- Holding Power
- An investor's ability to wait out a slow market rather than sell in a hurry. Buyers with holding power get the best entries; sellers without it take the worst exits.
J
- Jamabandi
- Rajasthan's record of rights for land: who holds the account, khasra references and holding details. Checking it before token money catches name mismatches early, but it never replaces a title search. What Jamabandi shows →
K
- Khasra Number
- The survey number identifying a specific parcel of land in revenue records. The khasra quoted by the seller must match the records and the sale documents exactly. Land records guide →
- Kaccha Rasta
- An unpaved dirt track. Access on a kaccha rasta only, with no pakka road, drags on plot value and can flag an under-developed or unapproved pocket.
- Kacchi Colony (Unauthorized Colony)
- Plotting on land without proper conversion or layout approval. Cheap and tempting, but title, utility and demolition risk make these a common way buyers lose money. Common property mistakes →
- Khatauni
- The holding-wise extract of the revenue record showing a person's land in a village, read alongside the Jamabandi. A preliminary ownership check, not proof of clear title. Apna Khata land records →
L
- Leasehold
- Tenure where you hold the property under a long lease with conditions, rather than owning the land outright. Common in RIICO industrial areas, where transfer and use conditions apply. RIICO tenure and transfer →
- Loan-to-Value (LTV)
- The share of the property value a bank will finance. Lenders keep a margin, so budget for a down payment plus stamp duty and registry on top of the sanctioned loan. EMI calculator →
- Lal Dora / Abadi Land
- Traditional inhabited village land that sits outside the formal municipal record and often lacks a clean modern title. Extra title risk here; get it examined by a lawyer.
M
- Mother Deed
- The earliest recorded ownership document from which the whole title chain flows. A lawyer traces forward from the mother deed to confirm no link in the ownership history is missing. Title documents checklist →
- Mutation (Namantaran)
- Updating the revenue record to show the new owner after a sale, inheritance or gift. A registered sale deed without mutation leaves the old name on the record; complete both. Mutation on Apna Khata →
- Mohlat (Time Limit)
- The agreed window, commonly 45 to 90 days, between the agreement to sell and the final registry, giving the buyer time to arrange a loan. Missing it can forfeit the advance, so fix the deadline in writing. Agreement to sell vs sale deed →
N
- Namo Bharat (RRTS)
- The regional rapid-rail system. NCRTC lists the Delhi-Gurugram-SNB-Alwar corridor under Phase 1; no official material we have reviewed confirms a station named Bhiwadi. Never pay a premium for an unconfirmed station. Infrastructure status board →
- No-Dues Certificate
- Confirmation that maintenance, society or authority charges are fully paid. Required from the society for flats and from RIICO for industrial transfers. Documents checklist →
- NOC (No Objection Certificate)
- A written clearance from a society, RIICO or an authority confirming no objection to a resale or transfer. Often required before a deal can register. Documents required →
- Non-Gated / Open Colony
- Plots or houses in open municipal areas without a boundary wall or dedicated security. Lower cost and more flexible, but you manage security and upkeep yourself.
O
- Occupancy Certificate (OC)
- The local authority's confirmation that a building is legally fit to occupy. A flat without an OC is a serious red flag, not a paperwork detail. Why the OC matters →
P
- PLC
- Preferential Location Charge: the premium developers add for corner units, park-facing units or specific floors. One of the add-ons that separates the quoted price from the real cost. All-in cost calculator →
- Power of Attorney (POA)
- A legal authorisation letting someone act for an absent owner. In a purchase, verify the POA is registered, current and specifically authorises the sale. NRI deals commonly run on POA. POA checks →
- Permitted Use
- What a plot is legally allowed to be used for: residential, a specific industry, or a defined use. On RIICO plots, running an activity outside the permitted use invites notices, so match it to your plan. RIICO permitted use →
- Pollution Consent (CTE / CTO)
- The State Pollution Control Board's Consent to Establish and Consent to Operate that many industries need. Check the category (green, orange or red) and whether valid consents exist before buying an operating unit. Industrial property checks →
- Pakka Road
- A fully built permanent road, concrete or bitumen. Frontage on a wide pakka road lifts both usability and resale value.
- Pakki Registry (Bainama)
- The final execution and registration of the sale deed at the Sub-Registrar office, the step where ownership actually transfers. Registry and stamp duty →
- PHED Water Connection
- A direct municipal water line from the Public Health Engineering Department, more reliable for daily supply than a private borewell.
- Pre-launch / Soft Launch
- Booking a unit before a project opens publicly, at the lowest price. The upside is the rate; the risk is committing before approvals and RERA registration are fully in place. RERA and BIDA verification →
R
- RERA (Agent Registration)
- Registration of a property dealer under Section 9 of the RERA Act. Our own number is RAJ/A/2026/21898; the /A/ marks an agent registration. It verifies the intermediary, not any property's title. How to verify any agent →
- RERA (Project Registration)
- Registration of a housing project under Section 3, carrying its own number series. A project number does not cover the broker, and an agent number does not cover the project. Check both. RERA applies to projects launched from 2016 onward; older developments predate it and rely on a BIDA approval instead. Project verification steps →
- RIICO
- Rajasthan State Industrial Development and Investment Corporation: it develops and manages the industrial areas (Bhiwadi, Chopanki, Khushkhera, Kahrani, Tapukara belt) and governs allotment, transfer and permitted use. Industrial property pillar →
- Ready-to-Move
- A property with the Occupancy Certificate received and fit for immediate use, as opposed to under-construction. It carries no GST and no delivery risk, which is why it is our usual recommendation. Ready-to-move buyer's guide →
- Registration Fee
- A charge paid at the Sub-Registrar office to register the sale deed, over and above stamp duty. In Rajasthan it is commonly 1% of the value; confirm the current figure when you budget. Full charge breakdown →
- Road Width
- The width of the road a plot fronts, quoted in feet (30, 40, 60). Wider roads mean better access, higher value and, on main roads, commercial potential.
S
- Sale Deed
- The final registered document that transfers ownership, executed at the Sub-Registrar office after stamp duty is paid. Everything before it is preparation; this is the document that makes you the owner. The full buying sequence →
- Stamp Duty
- Rajasthan's tax on the property transfer: 6% for male buyers, 5% for female buyers, charged on the higher of deal value and DLC value, plus a 30% surcharge on the duty and a 1% registration fee. Calculate your stamp duty →
- Saleable Area
- The area a developer actually bills you for, usually the super area with common-space loading added. Always ask how it relates to the carpet area you can really use. Area and rate converter →
- Sanction Letter
- The bank's formal approval of your home loan, stating the amount, interest rate and conditions. It comes before disbursal and is not the same as the money reaching the seller. EMI calculator →
- Sub-Registrar
- The government office where sale deeds are registered and stamp duty is recorded. Registration happens here in person, with both buyer and seller (or their registered POA) present. The full buying sequence →
- Super Area
- Built-up area plus a share of common spaces like lobbies and stairs. The most generous area definition, and the one that makes per-sq-ft rates look smallest. Compare properties on carpet area or all-in cost.
- Surcharge on Stamp Duty
- A 30% surcharge Rajasthan adds on top of the stamp duty amount, not on the property value (10% infrastructure + 10% cow-welfare + 10% natural-disaster). Part of why total government charges reach roughly 8.8% for a male buyer (source: ePanjiyan). Full charge breakdown →
- Sewerage Line
- Connection to a municipal sewage network rather than a private soak pit. Important on the fringe, where its absence causes waterlogging and drainage problems.

- Title Chain
- The unbroken record of ownership from the original allotment to the current seller, with a registered deed for every link. Gaps in the chain are where property disputes live. Title documents checklist →
- Token Money (Sai)
- A small good-faith amount that holds a property while documents are checked. No fixed rule sets its size. Pay it only against a written note stating the price, holding period and exact refund conditions. Token rules and refund scenarios →
- Transfer (RIICO)
- The process of moving a RIICO plot from the existing allottee to a buyer, through RIICO, with dues clearance and land-use checks. Clean files run 6 to 12 weeks in our experience. Area-wise transfer timelines →
- Tarcoal / Damar Road
- A bitumen (asphalt) road, the standard sealed surface. Durable and good for value, though a CC concrete road is preferred for internal society lanes.
- Title Clear
- A property with an unbroken ownership chain and no pending dispute, loan or charge against it. A claim to verify through the records, never to take on trust. Documents to verify →
U
- UIT
- Urban Improvement Trust: the earlier planning authority whose name still appears on older Bhiwadi approvals and plot schemes. Newer planning references come from BIDA; both names appear in circulation. UIT-approved plots →
